Chevron ( CVX -1.29% ) just signed a landmark deal to significantly expand its operations in Venezuela. The agreement positions the oil giant to double its output over the next five years, aiming to reach around 600,000 barrels per day by 2028. CEO Mike Wirth emphasized patience, saying, 'You have to have some patience and look at this over time and not become discouraged.' Chevron has maintained operations in Venezuela for over 100 years, unlike rivals ExxonMobil ( XOM -1.69% ) and ConocoPhillips ( COP -1.08% ), which left in 2007 after nationalization disputes.

Both companies have been seeking restitution, with ConocoPhillips winning a $12 billion arbitration award. While ExxonMobil CEO Darren Woods previously called Venezuela 'uninvestable,' President Trump indicated a potential return. Chevron’s strategy includes consolidating its heavy-oil position through asset swaps with Venezuela’s PDVSA, increasing its stake in Petroindependencia to 49% and securing rights to develop the Orinoco Oil Belt’s Ayacucho 8 area.

The deal also includes enhanced fiscal, commercial, and legal terms, supporting long-term investments. Chevron’s low-cost resources and improved terms position it to invest over $7 billion in the next five years, with production costs below $20 per barrel. However, risks include political instability in Venezuela and potential U.S. election-related uncertainties.

Chevron’s long-term patience has allowed it to capitalize on Venezuela’s oil industry revival, setting it apart from its competitors.
